For new drivers in British Columbia, the ICBC Graduated Licensing Program (GLP) is the official path to a full Class 5 licence.

Safety First: Why BC Uses the GLP
The GLP was created to reduce crash risks among new drivers. By introducing driving responsibilities in stages—starting with supervision and moving toward full independence—the program ensures that drivers build skills and safe habits over time.
ICBC emphasizes that research supports using a clean driving record as a stronger indicator of safe driving than multiple road tests. That’s why, starting in 2026, some changes will make the program more accessible without compromising safety.
Stage 1: The Learner’s Licence (L)
To start your journey, you can apply for a Learner’s Licence on or after your 16th birthday. If you’re under 19, you’ll need written consent from a parent or guardian.

- Pass a knowledge test (40 out of 50 questions correct)

- Provide two pieces of accepted ID
🚫 Restrictions:
- Drive only with a qualified supervisor (25+ years old with a valid licence)
- No alcohol, cannabis or other drugs
- No electronic device use, including hands-free
- Must display a red “L” sign on your vehicle
⚠️ Important: You must hold your L for at least 12 months without any driving prohibitions before moving to the next stage.
Stage 2: The Novice Licence (N)
After one year of supervised driving, you’re eligible to take the Class 7 road test. Passing it gives you the Novice Licence (N), which comes with fewer restrictions, but still requires caution.
Key Conditions:
- Zero tolerance for alcohol, drugs, or cellphone use
- You may drive alone, but can only carry one passenger unless accompanied by a qualified supervisor or all passengers are immediate family
- You must display a green “N” sign while driving
The standard duration for the Novice stage is 24 months, though it can be reduced to 18 months under certain conditions.
Crucial Optimization: Approved Driver Training
If you complete an ICBC-approved driver training program during your Learner stage and maintain a clean driving record, you may be eligible to reduce the Novice period from 24 to 18 months.
To qualify:
- Take the certified training during your L stage
- Avoid any driving violations, at-fault crashes, or prohibitions for the first 18 months of holding your N
This route not only speeds up your progression but also improves your preparation for real-world driving scenarios.
Achieving a Full Licence (Class 5)
Currently, drivers must complete their 24-month Novice period and pass the Class 5 road test to receive a full licence.
📢 However, starting in 2026, the ICBC Graduated Licensing Program will no longer require a second road test for drivers with a clean record. Instead, newly licensed drivers will face a 12-month restriction period, during which safe driving behaviour is monitored.

This change aligns B.C. with most other provinces and is especially helpful for those in rural or remote communities where road test appointments may be hard to access.
Exemptions: Credit for Out-of-Province Experience
If you have driving experience from another province or country, you might be eligible for exemptions from the GLP.

- A driver’s abstract or letter of experience from a recognized licensing authority
- Certified translation (if documents are not in English)
- Proof that your experience was under a full (non-learner) licence for at least two years
With valid proof, you may be allowed to bypass some or all stages of the program and move directly to a full B.C. licence.

Common Errors in the GLP and How to Avoid Them
Many drivers delay their progression through the GLP due to preventable mistakes. Common errors include:
- Driving with alcohol or drugs in your system, even if under legal limits
- Using a cellphone while driving, even hands-free
- Carrying more passengers than permitted under your licence class
- Not displaying your required L or N sign
These violations can result in penalties, extend your GLP duration, or even cause you to restart your stage entirely.
